City of Spokane Proposition No. 1 (recall process)
What it will do:
This measure would change the Spokane City Charter to allow the City Council, under a recommendation of the city’s ethics committee, to force the mayor or a city council member to face a recall election for a violation of moral turpitude. The council resolution setting the recall election would need a minimum of six votes of the seven-member council.
Supporters say:
The measure would provide a city alternative to the more cumbersome state law which requires citizens to bring recall petitions against elected officials and places those petitions careful careful court scrutiny. The process can take months as it did last year when a North Side woman successfully petitioned for the recall of Spokane Mayor Jim West.
Opponents say:
No arguments were presented against the proposition, which was unanimously approved by City Council on Sept. 11
